    ORC and ORR Ratings
  • What is a boat ID?

US Sailing has assigned a unique boat ID (SKU) to every boat that was issued an ORC or ORR certificate since 2022. You should have received an email from US Sailing assigning you a boat ID for your boat.

Why do we need a boat ID?

US Sailing is in the process of developing a universal measurement database for all offshore sailboats in the US. Assigning each boat a unique ID allows the office to track the boat through its life span in an efficient manner, allowing the office to provide more accurate and timely service to its members.

  • Boat ID Support: If your Boat ID is not working in the field above, please try the following steps:

    1. Input Boat ID (first character is a number, followed by 6 captial letters)
    2. Click the grey button below the input field labeled "Automatically Fill Boat Data in Form"
    3. If the Boat ID is valid, a green check mark will appear
    4. Click the "Next" button to continue the form
  • Boat Contact Information

  • Due to privacy laws US Sailing cannot pre-populate personal contact information at this time.

  • In order to obtain a certificate the owner of the boat must have a valid US Sailing Membership. Owners must be a current member of US Sailing for a rating certificate to remain valid. If you are not a member or need to renew your membership please click here to apply for membership. If you have any questions please call 401-342-7953.

  • Who is a boat representative?

If someone other than the owner is handling the certificate processing, payment, or should be included in the certificate process please include their information below. This can be another owner, crew member, captain, etc.

  • Boat Information

  • Please confirm the data below is correct. If something is incorrect, please correct any errors.

  • ORC Club v. ORC International

ORC Club - certificates do not require verified measurements. Instead, owners are allowed to declare select measurements while the rating office assigns other parameters. Where input data is lacking, the rating office will apply estimates or default values that err to a faster rating.

ORCi - based on a complete boat measurement carried out by a US Sailing Official Yacht Measurer as defined by the Universal Measurement System. The hull and appendages must be measured and the offset file must be approved by the ORC to meet ORCi standards.

Some races have an APH 500 Rule. This states that all boats that have an ORC APH of 500 or lower must have a valid ORCi certificate to race. Please check your race's NOR to determine which level of certificate is needed for your boat.

  • Partially Measured v. Fully Measured

Partially Measured - owners are allowed to declare a subset of the complete measurement, while other parameters are assigned by the rating office. Where input data is lacking, the rating office will apply estimates from sister-ship data that err to a faster rating.

Fully Measured - based on a complete measurement carried out by a US Sailing Official Yacht Measurer. This is the most accurate rating the rule system offers.

  • Certificate Transaction

  • Certificate Transaction Types:

Renewal - Renewing a certificate under the rule for the boat from a prior year. NOTE - a renewal can be with changes (new sails, measurements, etc.) or with no changes.

Amendment - Making a configuration change to a current year (2025) certificate.

Additional Certificate - For boats that hold a current year certificate, they may obtain an addtional certificate in the form of a double-handed/short-handed, non-SPI/HSF, or standard certificate. This category is also for those boats that hold a current year ORR certificate and are obtaining a second configuration ORR certificate.

  • Certificate Transaction Types:

New - A boat has never received a certificate under this rating rule previously. The boat may have receieved a certificate under a different rule.

  • Renewal Request

  • New Certificate Request

  • Please use the following fields to report any changes to the boat's {cert_most_recent} that you would like to appear on the new {cert_rule_type} certificate. If the boat is in same configuration across both rules, please select "No Changes" for each option.

  • Boat Configuration

  • Boat Changes to Report

If any of the following items have changed since your boat’s last ORC or ORR Certificate, these changes MUST be reported and potentially remeasured:

    • Changing/replacing the mast
    • Replacing the engine
    • Changing or modifying the keel or rudder
    • Replacing batteries or other heavy items.
    • Adding or removing powered systems to the boat
    • Changing the sail configuration (removed spi pole, etc.)
    • Changing the composition of the rigging for the mast- (ex. SS rod/wire to synthetic)
    • Removal or replacement of heavy or structural items such as but not limited to bunks, bulkheads, or cabinetry

Important Note: If there are any changes from the "stock" configuration of the boat that are NOT currently listed on the certificate, answer 'Yes' to the following question, and record any configuration updates that need to be captured.

All changes MUST be declared to the US Sailing Rating Office, failure to do so may result in immediate invalidation of the rating certificate, and may be grounds for disqualification from race/regatta.

    • Crew Weight Information
    • Default v. Declared Crew Weight

Default Crew Weight - This value is calculated by the rating rule VPP. The default crew weight for a boat with a double handed certificate is 170 kg.

Declared Crew Weight - The owner/PIC has the ability to declare a maximum crew weight for the boat.

      Maximum and Minimum Crew Weight

Maximum Crew Weight - This value is either a calculated default value, or declared by the owner/PIC (see above for more details). Under the ORC Rating Rules and ORR Rulebook, to race within compliance of your certificate a boat's maximum crew weight on board while racing must NOT exceed the maximum crew weight listed on the certificate.

Minimum Crew Weight (ORC Only) - This value is a calculated value based on the maximum crew weight listed on the certificate. The minimum crew weight is 80% of the maximum crew weight. In order to sail within compliance of your certificate a boat's crew weight while sailing must NOT be less than the minimum crew weight listed on the certificate.

    • ORR Gear Weight

    • Starting in 2025, all boats receiving an ORR Certificate will be rated with a default gear weight. If a boat chooses to carry emergency steering and/or life rafts, these items may be weighed and factored into the rating.

Should a boat choose to carry emergency steering or life rafts, and wants to have them measured, this MUST be completed by a US Sailing Recognized Measurer. The measurer will weigh the items and report the weights to US Sailing for incorporation into the ORR certificate.

If you have questions regarding ORR Gear Weight, please contact US Sailing at offshore@ussailing.org .
